Billy doesn't deserve an apology because it was never his place to begin with. Victoria is an adult and can make her own choices. Billy doesn't have to agree with that. Victoria loves Ashland and was willing to look past his faults just like Victoria was willing to look past Billy's faults. And just like Lily is looking past Billy's faults.
