Why isn't Xander in jail?

Half of the people in Salem belong in jail but none of them are and that is what makes me angry. They lock up people that don't belong there and those that belong there walk the streets free as a bird with nothing else said about it. I don't even know why they have a police department anyway.

I'm pretty sure the PD's primary purpose is to let the corrupt openly practice said corruption and feel good about themselves by pretending to be better than everyone else. So they can sit in moral judgment and decide which criminals are actually criminals and which aren't. There's a reason the police commissioner and prominent cops are either Hortons or have strong favor with the Hortons. They're the ones who get to decide moral judgment. But that also comes with gross incompetence and poor judgment, as displayed by Lani almost immediately after nepotism gave her back a job she doesn't deserve and isn't qualified for. That's how you have so many criminals running loose. Either they've decided the criminal isn't actually a criminal or they're so incompetent that the criminal runs circles around them. The corruption is also why the DA tends to have issues with them and thus is made to appear a villain simply for expecting rules and procedures to be followed while upholding the law.

I'd say the PD is there for comic relief, but they're not funny. Just pathetic.

What does Rafe have to do with the baby switch?? What he did for Hope in regards to Stefano has nothing to do with this! As for Xander not having anything to do with it, Um, yeah, he absolutely does! Xander is the one that actually switched the babies, on Victor's order. So, perhaps you forgot that vital piece of info.

I love Xander but I wonder the same thing why is he not in jail after everything he did. Xander and Victor belong in jail after kidnapping that child from her parents and just giving her away without caring how people would care. Now caring about how much people they are hurting. They just didn't care about anything but themselves.
