Written to create friction for Ben and Ciara because Stefan let her go, what, an hour later. So what was the point? But given what I have read about Stefan and Gabi's confrontation it could be the beginning of something.

CLOUDFARE Security Message

It does appear to be angst for Cin (gag me, sorry still not into them) but I think it also served as a wake-up call to Gabi and perhaps Stefan. When he was going to burn her and she started yelling about the fact that knew she was ugly on the inside it was like she finally was grasping how far she had gone, which was why the minute Stefan let her go she didn't try to flee with Ari she went straight to Rafe to turn herself in. As for Stefan, the look on his face changed as the whole thing went on and we saw how he seem to be feeling remorse which was why he let her go

I thought they were going to get together when Steffen first came on. Now I don't think I want this for Gabi. She deserves better than Gabigails sloppy seconds. Unless she stays dark and owns that than these two could be a good villain couple. We so badly need a good villain! Preferably one that's not a wimpy easily manipulated wig sniffer... I sure hope Steffen got his heart ripped out and can bring some soapy villain goodness now.

I have become convinced that originally the plan was that this was a plot point to put an absolute end to CIN. Look at the timing - January probably marks the approximate end of the writing period where it was not known that CIN had popularity. We haven't seen their fight yet, but I would bet originally the plan was to involve an admission by Ben during their break-up that he started the fire. Maybe not now. When Ciara returns in late February marks the beginning of the time period where their popularity was known.
My guess is that originally after the brief CIN period the writers would be reverting Ben back to full villain as an all-out Dimera henchman. The cabin may have originally been a tool to keep Ben in Salem without being in jail.
