Curious question... If a thread gets 5 stars by the title, what does that mean?

Go on the Dallas board, there are two thread there sunshine. My good pal drivan and I were playing detective trying to figure out what they were from and the good drivan emailed Dan (Kroll) and asked him. I guess there used to be a way for posters to rate threads, however, he disabled it. Apparently, someone - somehow can still rate using the stars.
One mystery solved, another began... Who has the power to use the stars!? LOL

Ps. Now that I've had a couple days to think about it, I think I do remember us being able to rate threads right when I first started posting here - but only for a very short time... I could be hallucinating though.
