You're half right. It was Miss Ellie, but it was to Cliff Barnes, Vaughn Leland, and the members of the cartel. It was the episode when Ellie had to sell back all of the oil JR stockpiled from Clayton Farlow to get him to kick Sue Ellen off of the Southern Cross. Cliff and Vaughn led members of the cartel to buy up JR's promissary notes to the bank, which had JR not paid them off in time, they would all get Ewing Oil's assets. But Ellie did say something to that effect to Rebecca in the 6th season when she threatened to destroy the Ewings.
